Master Forms Library & Document Packages
The governance and publishing layer for the entire AGL Forms & Documentation Management System. Divisions 01–24 generate the records; Division 25 controls, organizes, packages, publishes, retrieves and preserves them — the master database of every controlled form, template, checklist, report, certificate and register (Master Library), and the predefined document packages that assemble those records into complete, submission-ready dossiers for every project, audit, handover and maintenance activity (Document Packages).
Where this fits — Every other division (01–24) creates and controls its own records at source. Division 25 does not duplicate that work — it is the central database that indexes where every form, template and register lives, and the packaging layer that assembles those records into the complete dossiers required for project handover, audit and long-term archive. The overall flow is CREATE → CONTROL → REGISTER → APPROVE → REVISE → ASSEMBLE → PUBLISH → HANDOVER → ARCHIVE.

How Division 25 Connects
Division 25 is not another collection of 25 forms — it is the master database and publishing division that governs everything Divisions 01–24 produce, and combines it into complete, traceable documentation packages.
Master Control Logic
The most important relationship in this division follows the field-to-archive chain:
Related Divisions
- Divisions 01–23 — every engineering form, checklist, report and certificate that the Master Library registers and the Document Packages assemble
- Division 24 — Digital Forms & Automation, the technology layer the Digital Form Register and Excel Tool Register control
- Document Status System — DRAFT → UNDER TECHNICAL REVIEW → UNDER APPROVAL → APPROVED → ACTIVE/CURRENT → REVISED → SUPERSEDED → OBSOLETE/ARCHIVED
- Master Record Relationship — Master Template → Project Record → Revision → Approval → Package → Final Archive
Frequently Asked Questions
Quick answers about the Division 25 Master Library registers and the 15 Document Packages that assemble project records into submission-ready dossiers.
Q1What is Division 25 — Master Forms Library & Document Packages in the AGL Engineering Forms & Templates library?
Division 25 is the governance and publishing layer of the AGL Forms & Documentation Management System. Divisions 01 to 24 generate the records; Division 25 controls, organizes, packages, publishes, retrieves and preserves them. It contains 25 controlled elements in two categories: the Master Library (10 registers, MFL-01 to MFL-10) and Document Packages (15 packages, PKG-11 to PKG-25).
Q2What does the Master Library contain?
The Master Library is the master database of every controlled form, template, checklist, report, certificate and register. It has ten registers: Form Master Register (MFL-01), Template Master Register (MFL-02), Checklist Master Register (MFL-03), Report Master Register (MFL-04), Certificate Master Register (MFL-05), Register Master Register (MFL-06), Digital Form Register (MFL-07), Excel Tool Register (MFL-08), Document Number Register (MFL-09) and Revision Register (MFL-10). A form cannot be issued without an entry in the Form Master Register.
Q3How does the Document Number Register control document numbering?
The Document Number Register (MFL-09) provides unique document numbers across the AGL system, under the core rule that one document number identifies one controlled document type. Series prefixes include AGL-PM-001 for Project Management, AGL-DES-001 for Design, AGL-INS-001 for Inspection, AGL-TST-001 for Testing, AGL-MNT-001 for Maintenance, AGL-FAL-001 for Failure, AGL-AST-001 for Asset, AGL-PHO-001 for Photometry, AGL-AUD-001 for Audit, AGL-HCO-001 for Handover & Closeout and AGL-DIG-001 for Digital. The register also enforces numbering rules and checks for duplicate numbers.
Q4How are document revisions and status controlled?
The Revision Register (MFL-10) is the central control of all document revisions, from initial issue through technical modification and procedure updates, recording the previous and current revision, revision date, change description, prepared, checked and approved by, effective date, superseded revision and distribution status. A typical path is Rev 00 Initial Issue, then Rev 01 Technical modification, then Rev 02 Procedure update. Division 25 also defines a document status system running from Draft, Under Technical Review, Under Approval, Approved, Active/Current, Revised and Superseded to Obsolete/Archived.
Q5What is a Document Package, and which packages are included?
A Document Package is a predefined set of records assembled into a complete, submission-ready dossier for a project, audit, handover or maintenance activity. Division 25 has 15 packages (PKG-11 to PKG-25): Project, Installation, Inspection, Testing, Commissioning, Maintenance, Troubleshooting, QA/QC, Safety, Asset Management, Handover, Engineering Office, Audit and Compliance Documentation Packs, plus the Complete AGL Project Documentation Pack.
Q6What does the Complete AGL Project Documentation Pack (PKG-25) include?
PKG-25 is the master flagship package. It combines the required documentation from Divisions 01 to 24 into one controlled project dossier, organized division by division from Project Management, Design & Engineering and Procurement through Installation, Testing, Commissioning, Maintenance, QA/QC, Safety, Photometry, ALCMS, Compliance, Audit & Management Review, Handover & Closeout and Digital Records. It serves as the final controlled index and archive reference for the entire AGL Forms & Documentation Management System.
Q7What does the Handover Documentation Pack (PKG-21) include?
PKG-21 is the final acceptance and handover package, combining completion, testing, certification and O&M documentation. Its contents include the completion checklist, mechanical, electrical and installation completion, testing and commissioning completion, punch list, snag and defect closure, final inspection and acceptance, the taking-over and handover certificates, as-built drawings, O&M manuals, test reports, asset register, spare parts, warranty, training records, lessons learned and the final project report.
Q8Can the Division 25 entries be downloaded and filled in?
Yes. Each entry has a Download as Word button that produces an uncontrolled sample Word template with letterhead, a document-control block, ruled entry fields and a three-tier approval table (Prepared By, Reviewed By, Approved By) as layout only, to be adapted under your own document-control system before use.
Q9How does Division 25 relate to the other divisions?
Division 25 is not another collection of forms; it is the master database and publishing division that governs everything Divisions 01 to 24 produce. Its master control logic follows the chain Form, Template, Register, Record, Report, Document Package, Handover and Archive. It registers the forms, checklists, reports and certificates of Divisions 01 to 23, and the Digital Form Register and Excel Tool Register control the technology layer defined in Division 24.

It is not professional engineering, legal or regulatory advice, and using it does not create any professional or client relationship.
- Sample templates, not controlled documents. Forms, checklists, registers, reports, certificate layouts and Word downloads are generic samples. They are uncontrolled copies and are not approved work instructions, procedures, permits, certificates, test or calibration records, or regulatory records. Letterheads, form numbers, revision labels, dates, document-control blocks and approval tables are layout only. Precision AGL Academy does not issue, approve, certify or take responsibility for any record completed using a template, and does not receive or store such records.
- Safety. Work on series circuits, constant current regulators (CCRs), isolating transformers, cables, connectors and control equipment can be fatal. Always apply the aerodrome’s permit-to-work and isolation/LOTO procedures, prove dead, use correctly rated instruments and PPE, and follow the manufacturer’s instructions. Nothing here authorises work on live equipment or the bypassing of any safety device or interlock.
- Certificates, approvals and compliance. A completed template is not a certificate, approval, acceptance, release, permit or evidence of compliance, and listing a certificate, approval or sign-off field does not make the document valid. Reading this material or completing a template confers no certification, accreditation, competency assessment or authorisation to work on any aerodrome.
- Aviation operations. Nothing here authorises return to service, a change of operating category (CAT I/II/III), a NOTAM, a flight-inspection outcome or any aerodrome certification decision. These rest with the aerodrome operator, the air navigation service provider and the competent regulator.
